Financiële strategie in tijden van transitie

PRIMO organiseert, te Den Haag, op vrijdag 5 april 2019, van 10:00 – 14:00 uur (inclusief lunch), in nauwe samenwerking met BNG Bank en UDITE, de 6e Denktank ‘From Global to Local’. De bevindingen, op basis van de rondgang langs onze leden, liggen in lijn met die uit (inter)nationale rapporten: er is sprake van een combinatie van maatschappelijke transities. Zij voltrekken zich tegelijkertijd en vragen echt om bezinning en herijking van de financiële strategie in het publieke domein.

Genoemd worden de transities sociaal domein, omgevingswet, digitale transformatie (cyber, privacy, kunstmatige intelligentie, big data), energietransitie, circulaire economie en klimaatverandering. Zij geven grote druk op de financiële middelen in perspectief van het behoud van resilience van de samenleving. Een systeemvraagstuk, zo lijkt het.

De recente brief van Seth Klarman aan beleggers ligt op tafel. Klarman is hedge fund manager, CEO en portfolio manager van de Baupost Group. Hij vraagt, eufemistisch geformuleerd, aandacht voor de oplopende schuldenproblematiek bij overheden

Vooral blijkt dat de behoefte aan innovatie van werkbare en concrete financiële instrumenten groot is. Goed financieel bestuur en management bevinden zich wederom aan de basis van onze toekomst, zo lijkt het. Een PRIMO denktank 2019 dus met verdieping op status quo, scenario’s en concrete handvatten. Die bestuurlijke ambitie en financieel realisme verkent. De achteruitkijkspiegel en een blik onder de motorkap zijn belangrijk, maar niet meer voldoende. Democratische verantwoording ex post is essentieel, maar financiële architectuur ex ante, die echt werkt en verbonden kan worden met scenario’s, wordt zeker een kritische succesfactor.

Veel profit en non-profit organisaties hebben in de afgelopen jaren geïnvesteerd in risicomanagementsystemen. Het is onze observatie dat veel van die inspanningen niet hebben geleid tot bevredigende resultaten voor bestuurders en managers. In dit artikel bespreken wij diverse redenen hiervoor. Ook zetten wij uiteen waarom waardemanagement een beter alternatief is.

Onder ‘waardemanagement’ verstaan wij alle managementactiviteiten gericht op het creëren en behouden van waarde voor de stakeholders. Nadat we zijn ingegaan op oorzaken waarom traditioneel risicomanagement niet werkt, geven we aan wat de kenmerken en voordelen van waardemanagement zijn. PRIMO Risk Management Award

Introduction

The PRIMO Risk Management Award was launched in 2007 by the PRIMO Europe board to recognise the efforts and standards being achieved across our cities and regions in creating and implementing risk management mechanisms for safer and more efficient environments.

PRIMO Risk Management Award

The award is for innovative approaches to risk management that demonstrate real benefits in terms of improved processes, cost reduction, and embedding risk management within an organisation. The Award will be made irrespective of the organisation’s size, level of financial investment, or amount of resources devoted to the project or initiative.

With this award, consisting of a statue and a laudatio, PRIMO would like to encourage governors and managers in the public domain to enter this award to support our association in promoting and highlighting risk management across Europe, and to showcase the considerable work and effort that goes into this field on a daily basis.

The statue consists of a stylised representation, symbolising the importance of connecting power and the ability to share knowledge (arch part and ‘European’ stars) by humans and organisations to achieve good governance and success. It was designed and crafted by Louise Kruf and is based on the PRIMO logo.

Energietransitie: De noodzaak van bestuurlijke aandacht voor omgang met onzekerheid.

PRIMO organiseerde op 20 april 2018 te Den Haag in nauwe samenwerking met UDITE en BNG Bank de 5e Denktank ‘From Global to Local’.*

Welkom

BNG Bank, aldus Pauline Bieringa, directeur Public Finance, in haar welkomstwoord, voelt zich zeer betrokken bij het thema van de energietransitie. De bank beschikt over een Energie Transitie Faciliteit, een fonds dat wordt beheerd in samenwerking met het Ministerie van Economische Zaken en Klimaat en de Universiteit van Tilburg.

Allerlei projecten in het kader van de energietransitie en het stimuleren van zonne-energie en windenergie kunnen bij de Energie Transitie Faciliteit mogelijk financiering vinden. Zij ziet het partnerschap met PRIMO als zeer waardevol, omdat de kruisbestuiving van kennis en ervaringen tot wederzijds voordeel strekt.

Hoogleraar Bastiaan Zoeteman opent zijn keynote als volgt: “Nederland loopt achter in Europa energietransitie. Nederland is lui geworden. In de jaren tachtig van de vorige eeuw werd onder leiding van ministers als Winsemius en Nijpels (beiden van de VVD) internationaal het goede voorbeeld gegeven waar het ging om milieu, energie en klimaat. Maar Nederland had ook het aardgas. Een relatief schoon geachte bron van fossiele energie. Daardoor is ons land beleidsmatig wat de energietransitie betreft achterop geraakt. Nu het moet en het winnen van aardgas gaat stoppen, bungelen we samen met België onderaan in de Europese Unie.”

Think tank ‘From Global to Local’ 2018

On 20 April 2018, PRIMO organised the 5th ‘From Global to Local’ Think Tank in The Hague, in close collaboration with UDITE and BNG Bank.*

Welcome

BNG Bank, as Pauline Bieringa, Director of Public Finance, noted in her welcome address, is deeply committed to the issue of the energy transition. The bank operates an Energy Transition Facility, a fund managed in collaboration with the Ministry of Economic Affairs and Climate Policy and Tilburg University.

A wide range of projects relating to the energy transition and the promotion of solar and wind energy may be eligible for funding from the Energy Transition Facility. It regards the partnership with PRIMO as highly valuable, as the cross-pollination of knowledge and experience is mutually beneficial.

Professor Bastiaan Zoeteman opens his keynote speech as follows: “The Netherlands is lagging behind in Europe’s energy transition. The Netherlands has become complacent. In the 1980s, under the leadership of ministers such as Winsemius and Nijpels (both of the VVD), the country set a good example internationally when it came to the environment, energy and climate. But the Netherlands also had natural gas. A source of fossil energy considered relatively clean. As a result, our country has fallen behind in terms of policy regarding the energy transition. Now that it is necessary and natural gas extraction is coming to an end, we are languishing at the bottom of the European Union alongside Belgium.”

Plaidoyer pour une clause de gouvernance intégrée

L’alignement entre contenu et gouvernance

Lors de la conférence sur les risques dans les collectivités locales, tenue le 17 janvier 2018 au siège du gouvernement provincial à Utrecht, un groupe d’experts a débattu des aspects clés de la gouvernance et du contrôle au sein des organisations municipales.

Dans son discours d’ouverture, Jack Kruf a plaidé en faveur d’un lien beaucoup plus fort entre le contenu des politiques et leur orientation. Compte tenu de la multitude d’intérêts et de parties prenantes, de la segmentation de l’expertise et des niveaux de gouvernement, ainsi que de la fragmentation des connaissances sur les enjeux, il estime que les autorités locales auraient tout intérêt à consacrer plus de temps à une clause de gouvernance ex ante.

Prix PRIMO de la gestion des risques 2017

Le 25 septembre 2017 à Paris, M. Ronny Frederickx s’est vu remettre le PRIMO Risk Management Award 2017 par le président de PRIMO Europe, M. Jack Kruf, en reconnaissance de son dévouement et de sa contribution au développement de la gestion des risques publics en Europe. Ce prix lui a été décerné pour ses efforts visant à sensibiliser aux principes de « bonne gouvernance » et à souligner l’importance de la gestion des risques auprès des collectivités locales européennes.
