Dit rapport door Committee of Sponsoring Organizations (COSO) van de Treadway Commission, was het resultaat van een initiatief in 1985 om vanuit de privésector  de oorzakelijke factoren te onderzoeken die leidden tot frauduleuze financiële rapportering na een aantal boekhoudschandalen in de jaren 70 en midden jaren 80. Resilience of what to what?

What is resilience? Well, there is no simple answer to this. Especially not regarding that of the ecosystem of a city. The concept, you might say, is in development in different sciences and recently entered the public governance domain related to the social-ecological system of society.

Can resilience be measured as an indicator of an ecosystem’s state? How are the living and non-living factors of the measured system calculated? Can it create true insight into the tone of the city, society, and nature?

Een debat over water

Een treffen van leden van de Eerste Kamer, experts en adviseurs.

Den Haag, dinsdag 26 maart 2024: commissie Infrastructuur, Waterstaat en Omgeving (IWO). Het debat van de commissieleden met de experts Jeroen Haan (Unie van Waterschappen), Co Verdaas (Deltacommissaris), Bas Jonkman (TU Delft), Barbara Joziasse (Algemene Rekenkamer), Werenfried Spit (KNMI), Karin van der Wiel (KNMI) en Annemieke Nijhof (Deltares).

Het is aanbevelingswaardig de opname van het debat (2 uur) te bekijken / beluisteren én de ingediende documenten eens te lezen. Het is een historisch belangrijk moment waar de laatste inzichten in klimaatverandering en de nieuwe politiek-bestuurlijke dynamiek elkaar ontmoeten.

The Kyoto Protocol

The Kyoto Protocol was adopted on 11 December 1997 and entered into force on 16 February 2005. Owing to a complex ratification process, it currently has 192 Parties. The treaty follows the main principles agreed upon in the 1992 convention.

It operationalizes the United Nations Framework Convention on Climate Change by committing industrialized countries and economies in transition to limit and reduce greenhouse gas (GHG) emissions in accordance with agreed-upon individual targets. The Convention itself only asks those countries to adopt mitigation policies and measures and report periodically.

UN Framework Convention on Climate Change (UNFCCC)

Today, the framework has near-universal membership. The 198 countries ratified the Convention are called Parties to the Convention. The ultimate aim of the UNFCCC is to prevent “dangerous” human interference with the climate system.

The Convention recognized that there was a problem. The UNFCCC borrowed an essential line from one of the most successful multilateral environmental treaties in history (the Montreal Protocol, in 1987): it bound member states to act in the interests of human safety despite scientific uncertainty.

Water in Actie

Vewin en UvW | maart 2024

Waterschappen en drinkwaterbedrijven spelen een cruciale rol in ons waterrijke land. Dagelijks werken waterschappen aan sterke dijken en schoon water, terwijl drinkwaterbedrijven continu ruim 8 miljoen huishoudens en bedrijven van water voorzien. Maar de uitdagingen worden steeds groter. De organisaties lopen tegen grenzen aan. Hun koepelorganisaties, Vereniging van Waterbedrijven in Nederland (Vewin) en Unie van Waterschappen (UvW), roepen nieuw kabinet op om in actie te komen.

Het ‘Water in actie’-programma is echter niet alleen een wensenlijst, maar ook een uitgestoken hand naar een nieuw kabinet. Zo zien waterschappen en drinkwaterbedrijven veel mogelijkheden om samen te werken met een nieuw kabinet. Met waterbeheermaatregelen kan er namelijk ook versneld natuurherstel worden gerealiseerd.

Territorial Approach on Climate and Resilience

OECD | December 2023

Global warming is likely to reach 1.5°C as early as 2030, with current climate action falling short of meeting the Paris Agreement goals and a mounting risk of tipping beyond the ability of human societies to adapt.

Building on broader OECD work on climate, this report proposes a new OECD territorial climate indicator framework. It demonstrates that different territories have different potential to mitigate greenhouse gas emissions, adapt to climate impacts, and address vulnerabilities.
