Risico’s in de financiële verhoudingen

“De Raad voor het Openbaar Bestuur (ROB) waarschuwt dat financiële risico’s een steeds dominantere rol spelen in het beleid van zowel het Rijk als gemeenten. In een nieuwe essaybundel, uitgebracht voor de Dag van de Financiële Verhoudingen 2026, schetst de ROB hoe deze focus op risico’s de uitvoering van maatschappelijke opgaven in de weg zit.

Maatschappelijke opgaven

Overheden worden betaald met belastinggeld. Dat vraagt dat ze verstandig omgaan met de middelen die hun ter beschikking zijn gesteld. Tegelijk wordt van hen gevraagd maatschappelijke doelstellingen te realiseren, zoals voldoende woningen, uitkeringen voor inwoners die daar recht op hebben, maar ook bijdragen aan de verduurzaming, het natuurbeleid en infrastructuur.

Rotterdams politiek-bestuurlijk waardenkader algoritmes 2025

“De technologische ontwikkelingen op het gebied van algoritmen en AI (kunstmatige intelligentie) gaan snel. Om de dienstverlening naar de Rotterdammer te borgen en te verbeteren, maakt de gemeente gebruik van algoritmetoepassingen. De gemeente erkent dat dit risico’s met zich meebrengt. Daarom wordt gewerkt aan de hand van een algoritmegovernance. Deze governance is in 2022 vastgesteld.

Op 13 mei 2024 schrijft de Rekenkamer in het vervolgonderzoek naar algoritmes over de rol van het bestuur: “We hebben het de titel ‘Kleur bekennen’ gegeven, om duidelijk te maken dat ondanks alle verbeteringen die de rekenkamer heeft vastgesteld, er ook nog het nodige moet gebeuren om tot een verantwoorde ontwikkeling en inzet van algoritmes te komen. Het belangrijkste is het besef dat ethische risico’s om politieke afwegingen vragen. Als de politiek de kaders niet stelt, dan moeten ambtenaren afwegen wat goed of fout, eerlijk of oneerlijk, gewenst of ongewenst, acceptabel of een brug te ver is. Dat is niet goed en vormt een (onnodig) risico, zoals de afgelopen jaren is gebleken bij verschillende overheidsorganisaties.”

The Public Design Evidence Review (PDER) explores the role and value of design in the public sector. An overview of the report package can be found below.

“This document is the second of three literature reviews commissioned by the cross-government Policy Design Community and written by an interdisciplinary team of academics. It discusses the concept of public value, its origins, measurement, and application in public administration, emphasising the need for professionalisation to enhance public value delivery. The wider project was commissioned as a non-exhaustive exploration of the relationship between public design and public value. It was conducted within rapid timeframes and prioritised cross-disciplinary working.

Developing a Risk Maturity Model

A comprehensive risk maturity model for Dutch municipalities

Risk management is a trend in almost every sector. Public organisations such as local authorities are lagging behind in this area, but they now have a new support model at their disposal. Ignacio Cienfuegos Spikin, originally from Chile and a PhD graduate of the University of Twente in 2013, investigated the state of risk management within local authorities. He tested a ‘Risk maturity model’ he had developed across 72 local authorities. “The model provides valuable information to decision-makers”.

Ignacio Jose Cienfuegos Spikin: “Following the trend of organizations from almost every sector now, public entities such as municipalities have also started to develop risk management awareness in the last decades. Related to the pressure of a more demanding environment and the incidents that these organizations have experienced, this process has led to the development of special standards and the design of risk management policies by central governments.

In onveilige handen

Directeur Paul Hofstra trekt 7 conclusies uit zijn rapport naar aanleiding van het onderzoek bij de gemeente Rotterdam naar de informatiebeveiliging van gevoelige informatie. Een gedegen onderzoek, waarbij lessen kunnen worden getrokken voor alle gemeenten in Nederland, Rotterdam als een pars pro toto. Het is goed dat deze inzichten op tafel komen en worden gedeeld, zodat alle gemeenten van dit rapport kunnen leren.

Zijn eerste hoofdconclusie: “Over het algemeen is gevoelige informatie, zoals (bijzondere) persoonsgegevens, bij de gemeente Rotterdam onvoldoende in veilige handen. Er is namelijk sprake van een combinatie van:

  • Een tekortschietende beveiliging van digitale informatiesystemen voor aanvallen van binnenuit.
  • Falende fysieke beveiliging van meerdere kantoorlocaties.
  • Een tekort aan benodigde ‘social & security awareness’ bij medewerkers.

The Risk of Leadership

We entered our news and reports into our database, combined them with our surveys related to the FORTE® Framework, a scan of our LinkedIn network posts and asked our AI companion to summarize the headlines as of 23 March 2026.

The results are highly recognisable and comparable with recent surveys by the United Nations, the European Commission, and the World Economic Forum. The results are, in our view, the starting point for action; however, the question arises, by whom exactly?. The fact is that the government and its political leaders are the main players involved in public values and play a dominant role in causing public risks, as mentioned. It seems that leadership itself is under the microscope, and the main factor behind the subtitle of this reporting: ‘the Risk of Leadership’.

Definitions

We used the following definitions.

  • “Public value refers to the value created by the government through laws, regulations, services, and any other action. In a democratic society, this value is defined by the public itself. Value is determined by citizens’ preferences expressed in a variety of ways, and thus it provides a rough yardstick against which to gauge the public institutions and government policies.” Moore (1995).
  • Public Risk is defined as ‘possible harm to a chosen public value’, as derived from Kates & Kasperson (1983) and Renn & Klinke (2002).

Public Values

Based on recent Eurobarometer surveys and European public debates (2024-2025), the public values most mentioned as being at stake for European citizens are fundamentally linked to democracy, security, and social cohesion.
