Lors de la conférence sur les risques dans les collectivités locales, tenue le 17 janvier 2018 au siège du gouvernement provincial à Utrecht, un groupe d’experts a débattu des aspects clés de la gouvernance et du contrôle au sein des organisations municipales.

Dans son discours d’ouverture, Jack Kruf a plaidé en faveur d’un lien beaucoup plus fort entre le contenu des politiques et leur orientation. Compte tenu de la multitude d’intérêts et de parties prenantes, de la segmentation de l’expertise et des niveaux de gouvernement, ainsi que de la fragmentation des connaissances sur les enjeux, il estime que les autorités locales auraient tout intérêt à consacrer plus de temps à une clause de gouvernance ex ante.
Op 16 mei 2016 lanceerde Rotterdam haar Resilience Strategie. De holistische aanvliegroute van nieuwe doelen voor de stad is wat aanspreekt. Het is een nieuw concept van denken, dat geleidelijk aan terrein wint. Rotterdam gaat voor Resilience.
De publieke sturing dient daarmee gelijke tred te houden en afgestemd te zijn, dit om de resilience waar te kunnen maken. Veerkrachtige steden vragen dus ook om meer holistische besturingsconcepten.
PRIMO Res Publica se consacre à la « valeur publique et à l’orientation en matière de risques ». Sa mission consiste à « renforcer la confiance » afin de créer, préserver et protéger les valeurs publiques, ainsi que d’atténuer les risques qui y sont liés.
PRIMO, l’« Organisation de gestion des risques publics », a été fondée en 2005 et s’est développée pour devenir une association internationale, PRIMO Europe, en 2007, basée à Bruxelles et comptant des sections dans divers pays européens, tels que le Danemark, la France, Malte, les Pays-Bas et la Flandre. En 2024, une transition a eu lieu au cours de laquelle les ressources financières ont été transférées à l’université de Twente pour soutenir la formation professionnelle, ainsi qu’aux organisations faîtières des secrétaires municipaux concernés.
Les bases de données originales des organisations associées, comprenant les publications et les droits sur le portefeuille, ont été remises à Jack Kruf, l’un des fondateurs de PRIMO Europe et de PRIMO Nederland. Il a fondé PRIMO Res Publica, une organisation chargée de maintenir, d’organiser et d’enrichir cette bibliothèque en se recentrant sur son objectif initial : la gouvernance des valeurs publiques et les risques publics qui y sont liés (à savoir les « préjudices potentiels à ces valeurs »). Le site web contient désormais une sélection de sources d’inspiration, de rencontres, de masterclasses et de publications couvrant une période de plus de 70 ans. De nombreuses nouvelles publications ont été ajoutées depuis sa création.
Parallèlement, une nouvelle association internationale a été créée, axée spécifiquement sur le leadership en matière de risques : la Strategic Risk Leadership Association : « La SRLA est un réseau paneuropéen d’experts visant à faire progresser les connaissances et l’utilisation de la gestion des risques pour la prise de décision stratégique au sein des gouvernements nationaux et locaux européens, englobant l’ensemble du secteur public, et elle établit des liens avec les entreprises privées. »
PRIMO Res Publica richt zich op ‘Public Value & Risk Guidance’. De organisatie heeft als missie ‘het opbouwen van vertrouwen’ om publieke waarden te creëren, in stand te houden en te beschermen, en de risico’s die aan deze waarden verbonden zijn te beperken.
PRIMO, de ‘Public Risk Management Organisation’, werd opgericht in 2005 en groeide in 2007 uit tot een internationale vereniging, PRIMO Europe, gevestigd in Brussel met afdelingen in verschillende Europese landen, zoals Denemarken, Frankrijk, Malta, Nederland en Vlaanderen. In 2024 vond een overgang plaats waarbij financiële middelen werden overgedragen aan de Universiteit Twente ter ondersteuning van het beroepsonderwijs en aan de overkoepelende organisaties van de betrokken gemeentesecretarissen.
De oorspronkelijke databases van verwante organisaties met publicaties en rechten op de portfolio werden overgedragen aan Jack Kruf, een van de oprichters van PRIMO Europe en PRIMO Nederland. Hij richtte PRIMO Res Publica op, een organisatie die deze bibliotheek onderhoudt, beheert en uitbreidt in de richting van de oorspronkelijke focus: het bestuur van publieke waarden en de daarmee samenhangende publieke risico’s (zijnde ‘mogelijke schade aan deze waarden’). De website bevat nu een selectie van inspiratiebronnen, bijeenkomsten, masterclasses en publicaties die een periode van meer dan 70 jaar bestrijken. Sinds de oprichting zijn er veel nieuwe publicaties toegevoegd.
Tegelijkertijd werd een nieuwe internationale vereniging opgericht, die zich specifiek richt op risicoleiderschap: de Strategic Risk Leadership Association: “De SRLA is een pan-Europees expertnetwerk dat tot doel heeft de kennis en het gebruik van risicomanagement voor strategische besluitvorming in Europese nationale en lokale overheden te bevorderen, waarbij de publieke sector in het algemeen wordt omvat en dat aansluit bij het bedrijfsleven.”
PRIMO Res Publica is focused on ‘Public Value & Risk Guidance’. It has ‘building trust‘ as its mission to create, maintain, and protect public values and mitigate the risks attached to these values.

Many new publications have been added since its foundation.
At the same time, a new international association was established, focusing specifically on risk leadership: the Strategic Risk Leadership Association: “The SRLA is a pan-European expert network aimed at advancing knowledge and use of risk management for strategic decision-making in European national and local governments, comprising the public sector at large, and it links to private enterprise.”
The 100 Resilient Cities (100RC) initiative was pioneered by The Rockefeller Foundation in 2013, as part of its Global Centennial Initiative. The initiative was built on a substantial investment from The Rockefeller Foundation, which enabled cities to hire a Chief Resilience Officer (CRO), develop a resilience strategy, access pro bono services from private-sector and NGO partners, and share ideas, innovations, and knowledge through the global network of CROs.
Over years of deep engagement with city leaders, communities and the private sector, this initiative enabled transformational change in cities by supporting resilience plans and early implementation of projects.

One of the most debated and studied terms in the Netherlands is that of the ‘risk-regulation reflex’. This debate began in 2009 and is still ongoing. The reflex in question is “the tendency of the government to constantly reduce risks, whether or not in response to an incident, and to regard this as a self-evident task.” A re-examination provides insight into the quest, particularly in political and administrative circles, to identify the very heart of democracy in the Netherlands.
This is the definition set out in the Risks and Responsibilities Programme adopted by the Ministry of the Interior and Kingdom Relations (2011). The impetus for this arose at the end of 2009, when the Minister of the Interior and Kingdom Relations undertook to provide a general review of the government’s role and responsibility in dealing with (primarily physical) risks and incidents.
