Global reconstruction of historical ocean heat storage and transport

Zanna et al. (2019): “Since the 19th century, rising greenhouse gas concentrations have caused the ocean to absorb most of the Earth’s excess heat and warm up. Before the 1990s, most ocean temperature measurements were above 700 m and therefore, insufficient for an accurate global estimate of ocean warming. We present a method to reconstruct ocean temperature changes with global, full-depth ocean coverage, revealing warming of 436 x 1021 Joules since 1871.

Our reconstruction, which agrees with other estimates for the well-observed period, demonstrates that the ocean absorbed as much heat during 1921–1946 as during 1990–2015. Since the 1950s, up to one-half of excess heat in the Atlantic Ocean at midlatitudes has come from other regions via circulation-related changes in heat transport.”

Te heet onder onze voeten 

Gezond samenleven kan alleen op een gezonde planeet

Raad voor Volksgezondheid & Samenleving | 21 juli 2025

Onze planeet wordt steeds ongezonder, dat is niet alleen een ecologisch probleem, maar ook een gezondheids- én een rechtvaardigheidsprobleem, zo stelt de Raad in dit advies. Als we onze gezondheid belangrijk vinden, dan moeten we de planetaire grenzen, zoals klimaatverandering en vervuiling serieus nemen en centraal stellen binnen beleid.

Dat betekent niet alleen nieuwe gewoonten opbouwen, maar ook schadelijke systemen afbouwen. Daar hoort ook het maken van lastige keuzes bij, bijvoorbeeld over voeding, mobiliteit en industrie, maar ook binnen zorg en welzijn. Alleen zo komen we tot een gezonde en eerlijke samenleving die ook in de toekomst houdbaar is.

Een ongezonde planeet is niet alleen een ecologisch probleem, maar ook een gezondheids- én een rechtvaardigheidsprobleem. Daarom pleit de Raad voor Volksgezondheid & Samenleving (RVS) in zijn nieuwste advies Te heet onder onze voeten ervoor om gezond samenleven binnen planetaire grenzen het uitgangspunt van beleid te maken. Planetaire gezondheid wordt nu nog vaak los gezien van onze eigen gezondheid, waardoor oplossingen buiten bereik blijven.

UN Global Risk Report

The first-ever United Nations Global Risk Report 2024 has been released, offering insights from over 1,100 experts and stakeholders on the most pressing global risks and the world’s preparedness to address them. The report, based on a global survey conducted in 2024, assesses the perceptions of these risks across societal, technological, economic, environmental, and political categories. It highlights the interconnectedness of these risks and emphasizes the need for a more united and multilateral approach to strengthen the world’s capacity to anticipate, adapt, and respond to future challenges, according to the report.

In a year marked by converging global crises, the international community faces mounting pressure to strengthen our collective capacity to anticipate and respond to shared risks.

This report, drawing on data collected in 2024, offers a valuable snapshot of how stakeholders around the world—governments, the private sector, academia, and civil society—perceive global risks and assess the multilateral system’s readiness to address them.

Chronic Risks Analysis

The Chronic Risks Analysis (CRA) is the UK Government’s first bespoke risk assessment for medium to long term risks. It complements the National Risk Register (NRR), which focuses on the UK’s most serious acute risks. The 26 chronic risks identified by the UK Government cover seven themes, spanning across Security, Technology and Cybersecurity, Geopolitical, Environmental, Societal, Biosecurity and Economic issues.

The Rt Hon Pat McFadden MP, Chancellor of the Duchy of Lancaster: “The world order is shifting at breakneck speed. A once-in-a-generation pandemic, war on the continent of Europe, a cost of living crisis, fluctuations in global energy and financial markets – all within the past decade. But in this period of upheaval, the first duty of any Government remains the same: keeping the public safe.

No Government or business can afford to sit idly as the world changes around us. This Chronic Risks Analysis should act as a practical tool to help businesses, academia, Government and civil society to plan for the future. While the National Risk Register outlines the more immediate, acute risks confronting us all, this assessment details long-term challenges that pose a sustained threat to our way of life.

Education for good public governance*

Introduction

Kaleidoscope is an internationally developed education program providing a holistic, dialogue-oriented approach to public risk. Discussing relevant themes as cybersecurity, social cohesion, city management, adaptation to climate change, proper water management, and synergy through partnership, and getting familiar with the best concepts, methods, and techniques to manage risk, and learning from authoritative scientists and practitioners. 

The program provides insight into how public values and risks intersect, as well as how to design effective governance mechanisms. The education program consists of three main perspectives and is offered in a modular format with capita selecta:

  1. Craftsmanship of risk management (general overview of risks, drivers, frameworks, techniques).
  2. Establishment and governance of specific values (i.e., topic-related approach of risk, resilience, scenarios, from the organisation and client perspective).
  3. Personal skills (how to act, interact, communicate, learn, and develop yourself).

De PRIMO Risk Management Award is in 2007 in het leven geroepen door het bestuur van PRIMO Europe om de inspanningen en normen te erkennen die in onze steden en regio’s worden bereikt bij het creëren en implementeren van risicobeheermechanismen voor een veiligere en efficiëntere omgeving.

PRIMO Risk Management Award

De prijs is bedoeld voor innovatieve benaderingen van risicomanagement die aantoonbare voordelen opleveren in termen van verbeterde processen, kostenverlaging en inbedding van risicomanagement in een organisatie. De prijs wordt toegekend ongeacht de omvang van de organisatie, het niveau van de financiële investering of de hoeveelheid middelen die aan het project of initiatief zijn besteed.

Met deze prijs, bestaande uit een standbeeld en een laudatio, wil PRIMO CEO’s in het publieke domein aanmoedigen om mee te doen aan deze prijs om onze vereniging te steunen bij het promoten en onder de aandacht brengen van risicomanagement in heel Europa, en om het aanzienlijke werk en de inspanningen die dagelijks op dit gebied worden verricht te laten zien.

Risicoverkenning in Vlaanderen

De bijeenkomst in de raadszaal van de gemeente Temse biedt een uitgebreide kijk op risicomanagement binnen publieke organisaties. De vraag staat centraal hoe het beheer van risico’s in het publieke domein in te richten, Daarbij staat het creëren van publieke waarde centraal. Er worden diverse concepten en benaderingen  die overheden tegenkomen bij het realiseren van hun doelen, besproken. Luc Verhulst, gemeentesecretaris van Temse, is gastheer. Tom Wustenberghs, voorzitter van PRIMO Vlaanderen is dagvoorzitter. Een verslag.

Inleiding

De presentatie door Jack Kruf, president van PRIMO Europe begint met een inleiding die erop gericht is om inzicht en overzicht te bieden met betrekking tot het (nieuwe) vakgebied publiek risicomanagement. De toon wordt gezet door te wijzen op de noodzaak van een holistische benadering van steden en hun geschiedenis. Dit wordt gelinkt aan de bredere context van risicomanagement, dat in feite ondersteunend en vooral dienend is aan de versterking van goed rentmeesterschap door de gemeentesecretaris en zijn managementteam.
