De Wereldgezondheidsorganisatie ziet al lang de noodzaak in van een vorm van internationale overeenstemming en samenwerking over de vereisten voor een veilige en drinkbare watervoorziening.

De status van waterbehandeling en -kwaliteit in de lidstaten van de Wereldgezondheidsorganisatie was het onderwerp van een vragenlijst die in 1953 werd rondgestuurd. Silent Spring

Rachel Carson | 1962

In haar boek is Rachel Carson onomwonden en direct in het uitspreken van waarden voor mens en natuur, én van de bedreigingen door gebruik en misbruik van chemische pesticiden zoals DDT. Zij stelt de scope van de wetenschap aan de kaak en duidt concreet de gevaren (risico’s) voor genoemde waarden. Hier ligt één van de beginpunten van publiek risicomanagement. The World Health Organization has long appreciated the need for some form of international agreement and cooperation on the requirements for safe and potable water supplies.

The status of water treatment and quality in the Member States of the World Health Organization was the subject of a questionnaire circulated in 1953. The replies clearly indicated the magnitude of the problem and the need for attention by the World Health Organization.

Dit manifest vertelt een bijzonder verhaal. Het is 61 Jaar geleden dat het boek Silent Spring (1962) van Rachel Carson werd gepubliceerd. Het waarschuwde voor de gevaren voor alle ecosystemen door het misbruik van chemische pesticiden en stelde de scope en richting van de toen moderne wetenschap ter discussie. Het boek bleek de start van de milieubeweging.

Het manifest herhaalt de essentie van dit boek. Het speelt bovendien in op wat in 1848 democratisch reeds is overeengekomen en vastgelegd in onze Grondwet:

The Latest on the World’s Forests

Between 2022 and 2023, Brazil and Colombia experienced a remarkable 36% and 49% decrease in primary forest loss, respectively. Yet despite these dramatic reductions, the rate of tropical primary forest loss in 2023 remained stubbornly consistent with recent years.

Forests are experiencing a huge decline in quality and quantity.

As some countries show political will to reduce forest loss and others do not, the frontiers of forest loss are shifting. The notable reductions in Brazil and Colombia were counteracted by sharp increases in forest loss in Bolivia, Laos, and Nicaragua, as well as more modest increases in other countries.

Industrie en Omwonenden

De Onderzoeksraad voor Veiligheid | 2023

De Onderzoeksraad voor Veiligheid heeft onderzoek gedaan naar de wijze waarop burgers in Nederland worden beschermd tegen de risico’s van soms jarenlange industriële uitstoot. Blootstelling aan industriële stoffen kan schade veroorzaken aan de gezondheid. Dit kan door eenmalige uitstoot of lozing zijn, maar ook door een opeenstapeling van stoffen in de loop van de tijd.

Onderdeel van het onderzoek is in hoeverre rekening wordt gehouden met gezondheidseffecten voor omwonenden bij het toestaan en controleren van langdurige industriële uitstoot.

Het rapport is te lezen op de website van de Onderzoekrsaad Industrie en Omwonenden (interactieve versie) of als pdf te downloaden.

De Onderzoeksraad heeft onderzoek gedaan naar de situatie rondom Tata Steel (IJmuiden), Chemours (Dordrecht) en Asfaltfabriek Nijmegen (APN). De Onderzoeksraad trekt daarmee lessen die toepasbaar zijn voor andere regio’s.

De hoofdvraag van het onderzoek:

Hoe worden omwonenden beschermd tegen nadelige gezondheidseffecten door langdurige en/of veelvuldige blootstelling aan industriële emissies, en zijn in de bescherming verbeteringen mogelijk?

Het onderzoek legt bloot dat voor de bescherming van de gezondheid van omwonenden tegen schadelijke industriële emissies verbetering noodzakelijk is. Het wantrouwen hierover van omwonenden tegen industrie en overheid is invoelbaar.

De Onderzoeksraad komt met een set van aanbevelingen.

President Jimmy Carter posthumously awarded Carson the Presidential Medal of Freedom.

‘Silent Spring’ inspired the modern environmental movement, which began in earnest a decade later. It is recognized as the environmental text that “changed the world.”

Serialised in three parts in The New Yorker, where President John F. Kennedy read it in the summer of 1962, Silent Spring was published in August and became an instant best-seller and the most talked about book in decades. Utilising her many sources in federal science and private research, Carson spent over six years documenting her analysis that humans were misusing powerful, persistent chemical pesticides before knowing the full extent of their potential harm to the whole biota.
