In maart 1972 schokte een rapport van een groep jonge wetenschappers aan het Massachusetts Institute of Technology (MIT), in opdracht van Aurelio Peccei, oprichter van de Club van Rome, de wereld. Het rapport blinkt uit in systeemdenken en modellering en is daardoor actueler dan ooit. Het handelt over publieke waarden en hun risico’s. Lees verder “Grenzen aan de groei”
Dit moment in de tijd is gekozen omdat overheid expliciet handelt bij het managen van publieke waarden, zijnde de bescherming van natuurlijke rijkdommen. Het is een voorbeeld hoe met de analyse van risico’s, zijnde de verdere aftakeling van ecosystemen, effectief maatregelen kunnen worden genomen.
Deze organisatie werd opgericht als een onafhankelijk uitvoerend agentschap van de federale overheid van de Verenigde Staten, belast met milieubeschermingszaken. Vanaf eind jaren 1950 tot in de jaren 1960 reageerde het Amerikaanse Congres op de toenemende bezorgdheid van het publiek over de invloed die menselijke activiteiten op het milieu zouden kunnen hebben. Rachel Carson | 1962
In haar boek is Rachel Carson onomwonden en direct in het uitspreken van waarden voor mens en natuur, én van de bedreigingen door gebruik en misbruik van chemische pesticiden zoals DDT. Zij stelt de scope van de wetenschap aan de kaak en duidt concreet de gevaren (risico’s) voor genoemde waarden. Hier ligt één van de beginpunten van publiek risicomanagement. Ebenezer Howard | 1965
Originally published in 1898 as To-Morrow: A Peaceful Path to Reform by Ebener Howard “the book”, writes F.J. Osborn “holds a unique place in town planning literature, is cited in all planning bibliographies, stands on the shelves of the more important libraries, and is alluded to in most books on planning; yet most of the popular writers on planning do not seem to have read it – or if they have read it, to remember what it says.”
The book gave rise to the garden city movement and is very important in the field of urban design. It aimed to propose an alternative to industrialised cities in the late 19th century. In what he calls town-country, it is a type of urban development somewhere between the city and the countryside. It would be the best of both worlds.

Beavers have disappeared, and their prime food, aspen and willow, has drastically declined. Cougars, bobcats, and wolves are no longer here, victims of predator control from earlier times. Deer, moose, and bighorn sheep are scarce; visitors seldom see black bears, and the grizzly is threatened with extinction. Meanwhile, bison and elk flourish to the detriment of rangeland.
Wildlife management in Yellowstone has been criticized for decades. Chase reviews the park’s history and examines the vacillating policies and political pressures that affect its management.

Dit manifest vertelt een bijzonder verhaal. Het is 61 Jaar geleden dat het boek Silent Spring (1962) van Rachel Carson werd gepubliceerd. Het waarschuwde voor de gevaren voor alle ecosystemen door het misbruik van chemische pesticiden en stelde de scope en richting van de toen moderne wetenschap ter discussie. Het boek bleek de start van de milieubeweging.
Het manifest herhaalt de essentie van dit boek. Het speelt bovendien in op wat in 1848 democratisch reeds is overeengekomen en vastgelegd in onze Grondwet:
