Het 2024 tijdsbeeld van Nederland

Een gezamenlijke brief van de koepelorganisaties van gemeenten (VNG), provincies (IPO) en waterschappen (UvW) aan de formateur schetst een tijdsbeeld van Nederland. Het document Naar een agenda voor Nederland benoemt de behoeften en de noden van een land onder druk en in transitie.

De brief is een duiding van maatschappelijke kwesties, een aanbod voor en toning van bereidheid tot samenwerking tussen rijk en decentrale overheden, een oproep om voorliggende taken en de budgetten met elkaar in afstemming te brengen en een kreet om te komen met oplossingen voor ernstige kwesties. Omgaan met belemmeringen bij de uitvoering van beleid voor de fysieke leefomgeving

Nederland staat voor grote opgaven in het domein van de fysieke leefomgeving, zoals de bouw van grote aantallen woningen of de omgang met de gevolgen van een veranderend klimaat. Sommige van deze opgaven spelen al decennia. En ze worden urgenter; het woord crisis valt dan ook steeds vaker.

Hoewel er op tal van terreinen beleidsdoelen en maatregelen zijn geformuleerd, worden deze vaak niet, of niet op tijd, gerealiseerd. Plannen zijn er volop, maar er komt in de praktijk niet veel van terecht.

Zingeving en marketing in de betekeniseconomie

Ecological mutation has organized the political landscape for the last thirty years. This could explain the deadly cocktail of exploding inequalities, massive deregulation, and the conversion of the dream of globalization into a nightmare for most people.

Carbon Disclosure Project (CDP)

CDP is a global non-profit that runs the world’s environmental disclosure system. This system allows investors, companies, and governments of cities, states and regions to assess their impact on climate change, forests and water security and take action to build a genuinely sustainable economy.

Over the past twenty years, this charity built a global disclosure system through an independent scoring methodology. Corporate and city progress can be measured, and action incentivized. See the A-list of companies 2023 and the A-list of cities 2023.

Focus on scoring and a drive towards environmental leadership.

Each year, CDP takes the information supplied in its annual reporting process and scores companies and cities based on their journey through disclosure and towards environmental leadership.

All about Sustainability: CSDDD and CSRD

On 23 February 2022, the Commission adopted a Corporate Sustainability Due Diligence Directive (CSDDD) proposal. This directive aims to foster sustainable and responsible corporate behaviour and anchor human rights and environmental considerations in companies’ operations and corporate governance. The new rules will ensure that businesses address the adverse impacts of their actions, including in their value chains inside and outside Europe.

• Op 23 februari 2022 heeft de Commissie een voorstel voor een richtlijn betreffende Zorgvuldigheidsonderzoek op het gebied van duurzaamheid van ondernemingen aangenomen. Deze richtlijn heeft tot doel duurzaam en verantwoord ondernemingsgedrag te bevorderen en mensenrechten- en milieuoverwegingen te verankeren in de bedrijfsvoering en corporate governance van ondernemingen. De nieuwe regels zullen ervoor zorgen dat bedrijven de negatieve gevolgen van hun acties aanpakken, ook in hun waardeketens binnen en buiten Europa.

European climate risk assessment

Europe needs to adapt faster to rising climate risks. Extreme heat, drought, wildfires, and floods significantly threaten food security and financial stability. According to the analysis, Europe must better arm itself to counter that danger.

The European Climate Risk Assessment (EUCRA)* identifies 36 climate risks with potentially severe consequences across Europe. The risks are evaluated in risk severity, policy horizon (lead time and decision horizon), policy readiness, and risk ownership. Based on a structured risk assessment united with qualitative aspects, such as considering social justice, it further identifies priorities for EU policy action.

On p.16 of the report, The European Environment Agency explained its definition and concept of risk.

‘Climate risk is the potential for adverse consequences for human or ecological systems’.

EUCRA: “Relevant adverse consequences include those on lives, livelihoods, health and well-being, economic, social and cultural assets and investments, infrastructure, services (including ecosystem services), ecosystems, and species (IPCC conform, 2022e, Glossary).”
