Resilience of what to what?

What is resilience? Well, there is no simple answer to this. Especially not regarding that of the ecosystem of a city. The concept, you might say, is in development in different sciences and recently entered the public governance domain related to the social-ecological system of society.

Can resilience be measured as an indicator of an ecosystem’s state? How are the living and non-living factors of the measured system calculated? Can it create true insight into the tone of the city, society, and nature?

Pleidooi voor Agenda Klimaatbeleid

Nationaal Klimaat Platform | april 2024

In navolging op het eerdere pleidooi van de maatschappelijk alliantie* (24 januari 2024) van partijen om komende regeerperiode continuïteit en uitvoering in het klimaatbeleid centraal te zetten, doet de alliantie nu concrete voorstellen voor de beleidsagenda voor vijf sectoren, te weten gebouwde omgeving, landbouw en landgebruik, mobiliteit, industrie en het bredere energiesysteem.

Met deze voorstellen beoogt de alliantie burgers, werknemers en ondernemers meer perspectief te bieden op een voorspelbare en betaalbare energierekening. Daarnaast kan Nederland met meer energie van eigen bodem de afhankelijkheid van fossiele import verminderen. En door het borgen van investeringszekerheid en leveringszekerheid ontstaan mooie kansen voor de Nederlandse economie.

De kansen van het regeerakkoord

Den Haag, Parkhotel, 13 april 2007. Dit essay bespreekt de uitkomsten van de ronde tafel georganiseerd om te spreken – vanuit gemeentelijk perspectief – over de uitvoerbaarheid van het nieuwe regeerakkoord Samen Werken, Samen Leven. Immers in dit akkoord wordt ‘de gemeente’ 49 keer genoemd.

Tijdens de ronde tafel is er door een vijftiental gemeentesecretarissen, VNG-directeur Ralph Pans en VGS-voorzitter Piet Buijtels onder leiding van Yourie Albrecht openlijk gediscussieerd. De algemene bevinding van de bijeenkomst is dat, bij de huidige wettelijke en financiële afspraken tussen kabinet en gemeenten, circa een kwart van de voornemens niet en een kwart moeilijk uitvoerbaar is.
