Uit gevoerde discussies, geleid door Copernicus Institute of Sustainable Development komt naar voren de grote uitdagingen om succesvolle transities op lokale en regionale schaal te realiseren en tegelijkertijd bij te dragen aan bredere wereldwijde transities. De integratie van nieuwe wetenschappelijke inzichten met het formuleren van strategie en beleid wordt gevoeld als essentieel  transities binnen gemeente en provincie te kunnen versnellen. • Discussions led by the Copernicus Institute of Sustainable Development revealed the major challenges of achieving successful transitions at local and regional scales while contributing to broader global transitions. Als de zeespiegel sneller stijgt…

Resultaten van een Policy Hackathon naar knikpunten en mijlpalen bij adaptatie aan extreme zeespiegelstijging in Nederland

“Waarom nadenken over extreme en versnelde zeespiegelstijging? In de hackathon die Deltares op 8 november 2016 organiseerde, is nagedacht over de gevolgen van extreme zeespiegelstijging voor Nederland, en mogelijke maatregelen om de gevolgen hiervan te beperken. De aanleiding is internationaal onderzoek dat aangeeft dat de wereldwijde zeespiegelstijging kan gaan versnellen. Dit is gebaseerd op recente kennis over de stabiliteit van ijskappen zoals Groenland en Antarctica.

De zeespiegel zou in het jaar 2100, maar vooral ook daarna, veel hoger kunnen zijn dan tot nu toe werd aangenomen in projecties van IPCC AR5, en van het KNMI en de Deltacommissie. Een van deze studies (De Conto et al. 2016) geeft mogelijke zeespiegelstanden van 2 meter in 2100, en uiteindelijk meer dan 20 meter in 2500. In 2018 zal het IPCC een nieuw rapport publiceren over ijskappen en zeespiegels, waarin deze nieuwe kennis centraal staat.

Dit initiatief tot samenspraak beoogt een verkenning van mogelijkheden en denklijnen voor vernieuwing in aanpak van de gevolgen van zeespiegelstijging voor Nederlandse steden aan water. Bundeling van kennis, benutting van ondernemingskracht bij een richtinggevende overheid en met investerend vermogen lijken basisvoorwaarden te zijn.

• This dialogue initiative aims to explore the possibilities and lines of thought for innovation in dealing with the consequences of sea level rise for Dutch cities near the water. Pooling knowledge, harnessing the entrepreneurial power of a guiding government and investing power appear to be basic conditions.

The Story Behind ‘Silent Spring’

The book Silent Spring (1962) by Rachel Carson has been selected and given a crucial place in the Value/Risk Canon. In my view, this selection is where public values not only meet public risks (as ‘possible harmse of something of value’) but hav already crossed the line of ‘risk’ and entered the domain of actual harm and loss.

This beautiful essay by Maria Popova, owner and publisher of the website The Marginalian, explores the background of this book, this moment in time, and the author’s life and convictions. It is also enriched with hyperlinks to her own studies.

“Her lyrical writing rendered her not a mere translator of the natural world, but an alchemist transmuting the steel of science into the gold of wonder. The message of her iconic Silent Spring rippled across public policy and the popular imagination — it led to the creation of the Environmental Protection Agency, inspired generations of activists, and led Joni Mitchell to write lyrics as beloved as Hey farmer farmer — / Put away the DDT / Give me spots on my apples, / but leave me the birds and the bees. / Please!” (Redactie: from the song is Big Yellow Taxi from  album Ladies of the Canyon)

Tussenconclusie Staatscommissie rechtsstaat

De Staatscommissie rechtsstaat heeft op 19 december 2023 een tussenconclusie gezonden aan informateur Plasterk.

In deze brief gaat de staatscommissie uit van de opdracht die zij heeft gekregen van regering, parlement en rechtsprekende macht om vanuit burgerperspectief met concrete aanbevelingen te komen ter versterking van de rechtsstaat.

“Onze tussenconclusie is dat de rechtsstaat permanent onderhoud vergt en dat de komende jaren, naast juridische en bestuurlijke maatregelen, ook aanzienlijke financiële investeringen nodig zijn om de rechtsstaat te waarborgen en het vertrouwen van burgers in de overheid te herstellen en versterken.”

Vooruitlopend op het advies in juni 2024 adviseert de staatscommissie de formateur om de volgende drie punten in overweging te nemen:

    1. De rechtsstaat raakt alle overheden.
    2. De rechtsstaat is niet gratis: investeer.
    3. De rechtsstaat verdient ook op de begroting bescherming.

Based on interviews with directors and managers in the public domain, we have developed the following ‘simple’ formula to determine the likelihood of the result of governance. The formula is developed from our position and role as city manager in the heart of the province, region, city, village, district, neighbourhood or street public domain.

At the start, of course, there is always a preliminary Issue to be resolved. After all, otherwise, there is nothing to govern. In the highly politically driven landscape of the public domain, the example of issues can be found in the daily headlines of papers and magazines. We do not elaborate on this, but we faced many issues in our interviews where the formula was ‘launching’ itself.

The formula has three determinants, distilled with extreme care, which occur in multiplication and determine the final outcome. The formula explained:

SF = Stimulating Frames

Explaining the path or task ahead to the entire playing field of involved organisations and citizens is essential. This insight proves crucial to be able and willing to act in a focused and coordinated way.  Leadership in this respect is value-driven, stimulating, giving incentives, and herding.

MF = Management Force

The result can only be achieved if a force of management is present and available. This is a balanced set where knowledge, skills, styles and characters are aligned.  

IP = Investment Power

This is basic. Calculating what is needed regarding budget, time, and capacity requires sound knowledge and extreme care in applying the right legal and financial instruments.

R = Result

This is the outcome of all the efforts aimed at resolving or at least being able to acceptably change the Issue. 

The math

The peculiarity of the formula is that the result of an effort to tackle an issue can be estimated relatively quickly and precisely. With a targeted and open enquiry among stakeholders, any politician, director, manager, or employee can do the math.

Interviewees pointed out that in the grammar of this formula, it emerges that if one of the determinants is zero, the outcome, the Result, is also zero. In other words, all determinants should be ‘on’ simultaneously.

Application

In evaluating the application of the formula, the inventors Kruf and Redert conclude that it can lead to adequate and quick diagnosis and encourages openness and dialogue.

The formula, at the same time, is also, in daily practice, perceived as awkward, uncomfortable or confrontational because it brings forward directly where the project, strategy, policy or effort is hampering or can be blocked.  It can even weaken the position or credibility of the involved players in advance.

‘Denial’ of the obvious is a phenomenon that occurs very regularly in politics and management. With the application of this formula upfront, it is barely possible. Using the formula is helpful for authentic leadership with an open mind. It encourages the discussion, dialogue and co-creation necessary for success.

Pleidooi voor betere besturing

Een opiniestuk aan de formateur van de hand van de voorzitter én van de algemeen directeur van de Vereniging van Nederlandse Gemeenten. Het stuk is compact maar levert veel informatie vanuit de gemeentelijke praktijk voor een beter te besturen Nederland. Het bevat een iconisch tijdsbeeld hoe het er nu aan toegaat en een wensbeeld hoe het straks eraan toe zou moeten gaan met onze besturing. Het is een oproep voor verandering.

• A plea for better governance. An opinion piece related to the formation of a new government by the chairman and managing director of the Association of Netherlands Municipalities. The piece is compact but provides much information from municipal practice for a better governable country of The Netherlands.
